"A major problem in forming a European identity, in other words a conscious link between European citizens, is of course the fact that most of us maintain close contacts both privately and professionally within our own country, our own culture, our own language. A common identity as Europeans can only be developed if more international contacts are made and more dialogues held, if more inquisitive questions about foreign cultures, their histories, languages and customs are asked, if a respect for and a deep understanding of all our European neighbours is developed and if networks are created for shared ideas and joint initiatives. This is especially true for contacts between the nations in the Western, "richer" part of Europe and the rapidly developing new member states in the East. In short, Europeans need to find things they have in common across their borders, things linking them, and there has to be far more of a meeting than there has been to date. A common identity needs time and this concession has to be granted (...)"
